Uphold Our Constitution & Restore the Rule of Law

Politicians should not get rich by holding elected office, and our elected officials should be held to the highest possible standard when it comes to ethics, transparency, and accountability.

I support a ban on stock trading for all members of Congress, and I support mandatory disclosure rules for all elected holders, including the President of the United States. Furthermore, I support development by the Congress of an ethics code that would be mandatory for Justices of the U.S. Supreme Court.

I support policies that promote fair elections, including an end to gerrymandering and ending the 2010 Citizens United Supreme Court decision.

In my campaign, I have pledged not to accept any contributions from corporate PACs, and in Congress, I will push for legislation banning corporations from making contributions to political committees.

I will also end the redistricting wars where politicians pick the voters they want instead of the other way around.

All Americans should be able to live in communities where they feel safe and secure.

Police should be fully funded to ensure adoption of reform best practices as well as accountability standards. Law enforcement should be further supplemented by mental health crisis response alternatives, and I support community policing efforts that actively bridge gaps between law enforcement and those living in neighborhoods.

Trump’s “America First” foreign policy really means “Trump First,” and such a policy will lead to “America Alone.” And that is a dangerous place to be.

Our strength on the world stage springs from our relationships with allies, whether they be formal alliances like NATO, or simply budding partnerships. We must salvage and rebuild ties with allies, reaffirming our commitments to our partners and our dedication to upholding the international rules-based order.

We must be strong enough to deter, and if necessary, win conflict. However, modern technology allows for unprecedented communication, which should be leveraged to find areas of shared interests.

We must also take steps to end the politicalization of the military and intelligence community, which has resulted in a comprehensive weakening of our national security apparatus.

Congress has the power to hold all civil officers of the Executive Branch accountable. The past few weeks have demonstrated ICE supervisors and agents believe there will be no accountability for their actions.

We can expand our use of the impeachment power of Congress to any civil officer of the United States. They are not only subject to impeachment and removal from office, but also to a lifetime ban of an office of public trust under the United States.

Donald Trump, Pete Hegseth, Tom Homan, Stephen Miller – all of them should be removed from office today. But no ICE supervisor, agent, or police official of any executive agency should make the mistake that Congress will fail to hold them accountable. If you act against Americans, you will face a lifetime consequence from the Congress of the United States.

If they refuse to act, when I am elected to Congress, I will make it my mission to have everyone from the bottom to the top of the Executive Branch face accountability for these actions.

Make the American Dream More Accessible

In Washington, one of my top priorities will be lowering costs for everyday Americans. We need affordable housing, essentials like groceries, and transportation.

Donald Trump’s tariffs are an economic disaster. They are imposing costs on everyday goods, building materials, and food, leaving many Americans unable to keep up with the most basic demands of daily life.

Congress is the one that holds the power to impose tariffs and I will make sure we take that power back to lower costs on Americans.

The core of the American Dream — owning a home — has withdrawn further and further out of reach for most Americans. I will push for legislation that addresses the key factors that have led to the housing shortage, including addressing the increased share of housing supply ownership by the private equity sector. I support placing conditions and restrictions on private equity from permanently owning single family homes as assets.

At a time when people are having to work two or three jobs just to get by, I will stand up for our workers and promote the creation of great jobs that pay well and offer fair benefits.

I am a staunch advocate for our unions and will fight to strengthen workers’ rights. I will advocate for raising the federal minimum wage to $15/hour and indexing the minimum wage to inflation. In Congress, I will support the PRO Act to ensure protections for workers and make it harder for corporations to stop workers from forming and joining unions.

I also support universal paid family and medical leave. In the wealthiest country on earth, workers should not have to decide between caring for themselves or their families and keeping their jobs.

Our current tax system is purposefully complicated and favors the wealthy over the working class. We must repeal Trump’s tax cuts for America’s billionaires and corporations.

When the wealth disparity in our country is at an all-time high, and millions of Americans can barely afford basic necessities, the only people who truly deserve tax breaks are working families.

Moreover, I am committed to equalizing the tax rates on earned and unearned income, such that those whose income derives from capital gains pay the same percentage tax as those whose income derives from wages.

Education is the best hope for anyone to live a life of promise and prosperity. I firmly oppose the abolition of the U.S. Department of Education and will do everything in my power to keep public schools funded and students protected in our public schools and institutions.

Our schools should aim not just to make our students college-ready, but also career-ready, with a greater emphasis on opportunities in the trades.

To make college more affordable, we have to lower the cost of tuition, make financing work for students and institutions, and control the explosion of costs associated with higher education.

Promote Our Health & Safety

Healthcare is a human right. I support policies such as Medicare for All that offer universal healthcare care for all citizens, and as these plans give the government leverage to bring down costs of prescription drugs and routine tests and procedures. We must also restore Medicaid to the fullest extent possible to ensure those who need care are covered.

While everyone in our country should be covered by a universal healthcare system, we should also allow for commercial availability of private supplemental options for those who choose to pay out-of-pocket for their care.

I will advocate for investing in expanded access to preventive medicine and healthcare access, and I will support robust funding for medical research, including at the NIH and at university campuses across the country, to ensure the health of generations to come.

I fully support a woman’s right to make her own healthcare decisions, and I oppose criminalization of abortion patients and providers.

The government should never intervene in reproductive healthcare decisions between patients and doctors — and this principle should be codified into federal law. I further support access to contraception and IVF, increased investments in maternal healthcare, and reproductive justice for marginalized communities.

Having carried an assault rifle overseas as a member of the U.S. Army, I believe weapons of war have no place on American streets. We have to regulate dangerous weapons to protect our children in their schools, our neighbors in their communities, and our most vulnerable from organized crime.

I enthusiastically support an integrated approach to gun violence as well as stricter gun control policies, including background checks and red flag laws. Furthermore, we need to take an interagency approach to combating the rising prevalence of 3D-printed and ghost guns.

Keep Our Promises to Veterans and Seniors

As a veteran myself, I am appalled by the way our country has historically treated service members and veterans returning home.

We have a moral obligation to ensure that our veterans have the support they need, not just when they first return from service, but throughout their lives after hanging up their uniforms.

I will make sure veterans have access to healthcare, that no veteran is left homeless, and that no veteran falls through the cracks of a broken system. That means that the VA must remain staffed and funded. We must also invest innovative medical care treatments and mental health services to address chronic ailments like PTSD and to combat the epidemic of veteran suicide.

In the face of a president and a Republican Congress that wants to cut entitlement programs, we must continue protections for Medicare and Social Security and other safety net programs. These programs provide essential support to senior citizens, families with children, and so many others who need just a bit of help getting by.

Equal Protection

The identity of America is rooted in receiving people from around the world. Descended from immigrants, I know that immigration is the lifeblood of this country, and I will always stand up for immigrants’ rights under the U.S. Constitution.

We desperately need comprehensive reform to our immigration systems. While we do need to know who is coming in and out of this country, security must be improved in a humane way that puts safety, ethics, and compassion first. This includes creating a path to citizenship for those already here that doesn’t take years to achieve. We need similar pathways to allow DACA recipients and Dreamers access to citizenship.

Right now, the Trump Administration is emboldening ICE, deploying the National Guard to our cities, and militarizing local police departments — all in the name of maintaining safety and security at home. This is a farce, and we must stand up to Trump’s blatant xenophobia and racism. Anonymous kidnappings under the ICE auspices are reprehensible, immoral, and illegal. I will push for laws requiring that all federal law enforcement officers produce identification when asked, banning face coverings for federal law enforcement, and stopping raids on farms, factories, restaurants, and other workplaces.

In Congress, I will work to ensure that everyone, regardless of race, gender, age, disability, and LGBTQ identity, are afforded the same rights, protections, and opportunities as everyone else. That includes standing firmly for the rights of all people for access to health care, safe schools and streets, and protection from discrimination in housing and employment.

I will support legislation that strengthens nondiscrimination laws, safeguards the right to marry and build families, and defends equal treatment under the law. Protecting equal rights is a commitment to safeguarding human rights and civil liberties for all, because equality is a cornerstone of our democracy.

Protect the Environment & Combat Climate Change

Climate change is the world’s most pressing challenge. In Congress, I will listen to the science and support efforts to combat climate change, lessen our reliance on fossil fuels, and promote environmental justice.

The United States must rejoin the Paris Climate Agreement and commit to collaborating with other countries to find global solutions to this global problem. I fully support environmental regulations that promote cleaner water and air as well as reducing the prevalence of PFAS and microplastics throughout our food supply.

We know that 20th century energy sources will not power us to the end of the 21st century. We need urgent investment in sustainable energy sources, to include wind, solar, hydro, geothermal, and nuclear.

I will fiercely advocate for policies that allow us to sustain our nation’s energy independence while moving away from energy derived from fossil fuels, and I will oppose any efforts to drill on National Park lands.

Shaping Future Tech

I support developing a rational regulatory framework for cryptocurrency and blockchain technology as there is a pressing need for clear guidance in the space that can unlock American innovation. Blockchain technology will create competition in payment processing, thereby lowering costs for workers, small business owners, and the nonprofit community by cutting out middlemen like big Wall Street banks.

The U.S. must act now by fostering innovation and responsible regulation. With clear legislation, we can ensure blockchain flourishes onshore—securing our economic leadership and national security. I also support the establishment of a Strategic Bitcoin Reserve using forfeited digital assets.

Simultaneously the most dangerous and compelling technological invention, AI is ripe for responsible regulation. We must balance our embrace of innovation against caution worthy of such a threat.

AI is unique among human inventions, as it has the potential for agency, such that it can act and make decisions of its own volition. We must take steps now to ensure that AI remains a tool and never becomes a master.

The data of Americans is vulnerable on the internet. Although the U.S. government is barred from direct collection, internet companies — especially those that offer search engines and social media applications — sell the data of American users to nearly anyone willing to pay.

Commercial as well as malign actors both at home and abroad can use this data in ways that harms the American people. I support legislation to close the gap between the U.S. and the European Union’s approach to personal privacy rights in the context of internet regulation.

A Life of Service

Meet Dan Tully

A veteran, attorney, and former civil servant, Dan Tully is running for Congress because our constitution, our freedom, and our democracy are threatened by a president who doesn’t think the rules apply to him and a Republican Congress that refuses to stand up to him.

Dan’s parents were Cook County Hospital nurses who instilled in him the values of keeping your word and serving others. Their lessons, love, and support helped propel Dan from the western suburbs where he was raised along a path of graduating from Northwestern and the University of Chicago, earning his law degree from Stanford, and joining the military.

Dan served seven and a half years as a Judge Advocate in the U.S. Army Reserve, including over three and a half years on active duty. While deployed to Iraq, Dan advised commanders on operations to defeat ISIS. At Fort Bragg, Dan served in the headquarters of the Green Berets to facilitate intelligence investigations and supported the 82nd Airborne Division.

Dan assisted in the Army’s efforts to accelerate planning for large-scale combat operations at Army Futures Command, and he also served in the military’s U.S. Indo Pacific Command, where he focused on supporting allies in the face of China’s aggression. Later, while working as a civil servant at the U.S. Department of Commerce, Dan continued the work of countering China’s influence in foreign markets.

When Donald Trump was elected and began bending the knee to dictators like Vladimir Putin, Dan took a stand by leaving the administration that no longer enabled him to honor the oath he swore to support and defend our nation. Dan believes Trump has betrayed the oath of office and is a danger to our country, our economy, and our democratic way of life.

Now, Dan is running for Congress to defend our values, protect the rule of law, build economic opportunity, save our healthcare and retirement benefits, and champion liberty, freedom, and democracy. As our next congressman, Dan will continue to serve our country by helping to stop Donald Trump’s assault on our democracy, and make our government work for the people once more.
